Babies and newborns
Infant Passport Photo for Babies and Newborns
An infant passport photo follows the same 2 x 2 inch U.S. rules as an adult's, with a few exceptions: a newborn's eyes may be partly or fully closed, a slight head tilt is accepted, and no parent may be visible. Lay your baby on a plain white sheet or use a car seat covered with a white blanket. PhotoForPass crops, centers and whitens the background in about a minute.

- Photo stays on your device until you pay
- Checked against official rules
Key takeaways
- Every child needs their own passport photo, including newborns. It must be a printed 2 x 2 inch color photo for Form DS-11.
- Newborns may have their eyes closed and their head slightly tilted. Officers accept the best likeness they can reasonably get.
- Nobody else can be in the photo: no hands holding the head, no arms, no shoulders. Support the head from under a white blanket.
- Lay the baby on a plain white sheet and shoot from directly above, or use a car seat covered with a white blanket.

Infant passport photo requirements
Babies follow the standard U.S. passport photo rules, with three relaxations written into the Foreign Affairs Manual (8 FAM 402.1). Eyes may be closed, the head may tilt a little, and the head may be discreetly supported. Everything else, from size to background, stays the same.
The table compares the infant rules with the rules for older children and adults. Use it as a checklist before you print.
| Rule | Babies and newborns | Older children and adults |
|---|---|---|
| Print size | 2 x 2 in (51 x 51 mm) | 2 x 2 in (51 x 51 mm) |
| Head height | 1 to 1 3/8 in, 50% to 69% of the photo | 1 to 1 3/8 in, 50% to 69% of the photo |
| Eye line | 1 1/8 to 1 3/8 in from the bottom, as close as possible | 1 1/8 to 1 3/8 in from the bottom |
| Eyes | May be partly or fully closed | Both eyes open |
| Head position | Slight tilt accepted; head may be discreetly supported | Straight and facing the camera |
| Background | White or off-white sheet, or a car seat covered in white | Plain white or off-white |
| Other people | None visible, including hands and arms | None visible |
| Pacifiers and toys | Not allowed in front of the face | Not applicable |
| Glasses and hats | Not allowed unless medical or religious, with a statement | Same |

Newborn passport photo tips that actually work
The easiest newborn passport photo is taken from above while the baby lies on a white sheet. Babies who can sit up do better in a car seat or high chair with a white blanket behind them.
The white sheet method (0 to 6 months)
Spread a plain white or off-white sheet on a bed or the floor and smooth out the wrinkles. Lay your baby on their back in the middle. Stand over them with the phone held flat and parallel to their face, so the camera looks straight down at the nose. Keep your own head and shoulders out of the light so you do not cast a shadow.
The car seat trick (any age)
Drape a white blanket over the car seat so it covers the seat behind the head and shoulders. Buckle the baby in, recline slightly, and shoot straight on at eye level. If the head flops to one side, you can support it from behind or under the blanket, as long as no hand or finger shows in the photo.
Light and timing
- Use daylight from a window. A direct flash can cause red-eye, which is not allowed.
- Try right after a feed or a nap, when babies are calm and more likely to look up.
- Have a second adult stand behind the photographer and make a sound to catch the baby's gaze.
- Use burst mode and pick the sharpest frame.
Clothes and extras
Dress your baby in a plain, colored top so their outline stands out against the white. Remove hats, hoods, bibs, pacifiers and toys. If your baby wears a head covering daily for religious reasons, it must not cover the face.
Why baby passport photos get rejected
Baby photos usually fail for practical reasons, not because the baby moved or cried. Check your photo against this list before you print.
- A parent is visible. A hand under the chin, fingers on the head or an arm at the edge of the frame. Retake the photo; do not try to edit it out, because altered photos are not allowed.
- Shadows. Leaning over the baby blocks the window light and leaves a dark patch on the face or the sheet.
- Busy background. A patterned blanket, visible car seat straps behind the head, or toys at the edge of the sheet.
- Face turned away. A slight tilt is fine for infants, but the face must still point toward the camera.
- Something covering the face. Pacifiers, bottles, hands in the mouth, bibs pulled up high.
- Head too small. Shooting from too far away leaves the head under 1 inch on the final print.
- Blur and red-eye. Movement blur and flash reflections in the eyes.
- Filters. Beauty or skin smoothing filters count as retouching, even on a baby.
The passport photo rejection guide covers the reasons that apply to all ages.
Applying with Form DS-11: parental consent and printing
Children under 16 cannot renew a passport online or by mail. Every application for a child goes in person on Form DS-11, with one printed 2 x 2 inch photo.
Parental consent
Both parents or guardians usually need to appear in person with the child. If one parent cannot come, they can usually give consent in writing on Form DS-3053, Statement of Consent. This is not a photo rule, but it is the step that most often surprises parents, so check the full document list on travel.state.gov before your appointment.
Printing the photo
The photo must be printed on matte or glossy photo quality paper. A standard 4x6 sheet fits six 2 x 2 photos when printed borderless, or two photos with cut guides. You can print our sheet at CVS, Walgreens or Walmart photo counters, or at home on photo paper. Cut one photo neatly along the edges and do not sign it. Our print guide walks through each option.
How PhotoForPass helps with baby passport photos
PhotoForPass is built to handle the awkward parts of a baby photo: the off-center shot, the cream blanket that is not quite white and the head that fills too little of the frame.
- Checks before you pay. The checks run in your browser and the photo stays on your device. They look at face size, centering, tilt, lighting, shadows, blur and background. If a check flags closed eyes on a newborn, remember the rules allow it for infants.
- Crop and background. After payment, our editing tool crops to 2 x 2 inches, places the head inside the 1 to 1 3/8 inch range, sets the eye line and replaces the background with plain white. It never retouches your baby's face.
- Print-ready sheet. The Photo + print sheet package at $18.95 is the right choice for DS-11, since you need a print. You get the digital JPG plus a 4x6 sheet as JPG and PDF.
- Whole family. Family packs cover photo + print sheet for 2 people at $29.95 or 3 people at $39.95.
Each person gets up to 5 photo checks and 3 free redos included. You are covered by a 14-day money-back guarantee, no questions asked, and a full refund if the agency rejects the photo. Final acceptance is up to the U.S. Department of State.
How to take an infant passport photo at home
About 10 minutes
-
Step 1: Prepare a white surface
Lay a plain white or off-white sheet on a bed or the floor and smooth the wrinkles, or drape a white blanket over a car seat so it covers everything behind the head and shoulders.
-
Step 2: Find soft, even light
Set up near a window in daylight. Turn off the flash to avoid red-eye and keep overhead lamps from casting shadows on the face.
-
Step 3: Position your baby
Lay the baby on their back in the middle of the sheet, or buckle them into the covered car seat. Remove hats, pacifiers, bibs and toys. Keep hands out of the frame.
-
Step 4: Shoot straight on
Hold the phone flat and parallel to the baby's face, directly above them or at eye level. Fill most of the screen with the head and shoulders and use burst mode.
-
Step 5: Catch their attention
Have a second adult stand behind you and make a sound or wave a toy just above the camera. Open eyes are best, but closed eyes are allowed for newborns.
-
Step 6: Create and print the photo
Upload the sharpest shot to PhotoForPass for the 2 x 2 crop and white background, then print the 4x6 sheet on photo paper and cut out one photo for Form DS-11.

FAQ
Frequently asked questions
Can a baby's eyes be closed in a passport photo?
Yes. U.S. passport rules in 8 FAM 402.1 allow a newborn's or infant's eyes to be partly or fully closed. Older children must have both eyes open like adults. If you can catch your baby with open eyes, that is still the best likeness, but you do not need to wake a sleeping newborn for the photo.
How do you take a passport photo of a newborn at home?
Lay the newborn on their back on a plain white sheet near a window, then hold your phone directly above them, flat and parallel to their face. Keep your shadow and hands out of the frame and take several shots. Upload the best one to PhotoForPass to crop it to 2 x 2 inches and whiten the background.
Can I hold my baby in their passport photo?
Your hands, arms and face cannot appear in a baby passport photo. You may discreetly support the head, for example from behind a white blanket draped over a car seat, as long as nothing of you shows. Do not try to edit out a visible hand afterward, because altered photos are not allowed. Retake the photo instead.
What size is an infant passport photo?
An infant passport photo is the same size as an adult's: 2 x 2 inches (51 x 51 mm). The baby's head, measured from the chin to the top of the head, should be 1 to 1 3/8 inches tall, which is 50% to 69% of the photo. The photo must be in color and printed on photo quality paper.
Does a newborn need a passport photo?
Yes. Every U.S. citizen needs their own passport for international travel, including newborns, and every passport application needs a photo. A newborn's photo must meet the same size and background rules as an adult's, with exceptions for closed eyes, a slight head tilt and discreet head support.
Can my baby have a pacifier or toy in the passport photo?
No. Pacifiers, bottles, toys and bibs should be out of the photo, and nothing may cover any part of the baby's face. A toy is a useful trick to catch your baby's attention, but hold it above the camera, outside the frame, rather than in the baby's hands.
Can my baby wear a hat or headband in the passport photo?
Remove hats and hoods. A U.S. passport photo allows a head covering only when it is worn daily for religious or medical reasons, with a signed statement, and the full face must be visible. Keep accessories simple so nothing hides the hairline or the edges of the face.
What background is required for a baby passport photo?
A baby passport photo needs a plain white or off-white background with no pattern, texture or objects. A smooth white sheet on a bed, or a car seat fully covered by a white blanket, works well. PhotoForPass replaces an imperfect background with plain white, but a light, even setup still gives the cleanest result.
Can I renew my child's passport online?
No. Children under 16 cannot renew a U.S. passport online or by mail. Each application goes in person on Form DS-11 with one printed 2 x 2 inch photo. Parents or guardians usually both appear, or the absent parent signs Form DS-3053, Statement of Consent.
How recent does my baby's passport photo need to be?
A baby passport photo must be taken within the last 6 months, the same as for adults. Babies change quickly, though, so take the photo close to your appointment. The photo needs to look like your child on the day the acceptance agent sees them.
Do both parents need to be there for a baby passport application?
Usually yes. For children under 16, both parents or guardians generally appear in person with the child. If one parent cannot attend, they can usually provide a signed Form DS-3053, Statement of Consent. Rules for special situations are on travel.state.gov, so check before you go.
Can I print a baby passport photo at CVS or Walgreens?
Yes. PhotoForPass gives you a print-ready 4x6 sheet as JPG and PDF. Print it at a CVS, Walgreens or Walmart photo counter, or at home on matte or glossy photo paper. Borderless printing fits six 2 x 2 photos; with cut guides you get two. Cut one photo neatly for Form DS-11.
Does PhotoForPass edit my baby's face?
No. PhotoForPass crops the photo to 2 x 2 inches, positions the head inside the official range and replaces the background with plain white. It does not smooth skin, open closed eyes or change features, because retouched photos are not allowed. If a hand or pacifier shows, retake the photo.
