NFA and ATF Form 4 Photo Requirements
An ATF Form 4 photo must be a 2 x 2 inch photo showing a full front view of your face with your head bare, measuring about 1 1/4 inches from the top of your head to your chin, and taken within 1 year of the application. ATF eForms accepts JPG, JPEG or PNG uploads up to 3 MB. PhotoForPass makes a passport-style file and print sheet from a phone photo in about a minute.

ATF Form 4 photo requirements
ATF's photo rule is short. The regulation, 27 CFR 479.85, asks for a 2 x 2 inch photograph with a full front view of the features, head bare, about 1 1/4 inches from the top of the head to the point of the chin, taken within 1 year before the application. It says nothing about background, glasses or color.
Where ATF is silent, the safest choice is to follow U.S. passport style: plain white background, no glasses, color photo. A passport-style photo meets every ATF rule, and it avoids any question from the examiner. The eForms file limits come from ATF's eForm 4 guide as published at our last review in November 2026; check the upload screen in case ATF changes them.
| Requirement | ATF rule | Our recommendation |
|---|---|---|
| Size | 2 x 2 inches | Print or export at exactly 2 x 2 in proportions |
| Head height | About 1 1/4 in, top of head to point of chin | Aim for about 62% of the photo height |
| Pose | Full front view of the features | Face the camera, head level, eyes open |
| Head | Bare | No hats, caps or sunglasses on the head |
| Recency | Taken within 1 year before the application date | Take a new photo for each application |
| Background | Not specified | Plain white or off-white, no shadows |
| Glasses | Not addressed | Remove them |
| Color | Not specified | Color photo |
| eForms file | JPG, JPEG or PNG, up to 3 MB | Square image, 600 x 600 px or larger |
| Paper form | Photo attached to each copy | Print on photo paper and cut exactly 2 x 2 in |
eForm 4 upload vs paper Form 4
Most Form 4 applications are now filed through ATF eForms, where the photo is a file you upload. Paper filings need printed photos instead.
On eForms, you upload one image in JPG, JPEG or PNG format, up to 3 MB. ATF gives no pixel requirement, but a square image with clear detail works best. On a paper Form 4, you attach a photo to each copy of the form. Fingerprint cards (FD-258) are separate from the photo in both cases.
If the transferee is a trust or a legal entity, each responsible person also submits Form 5320.23 with their own photo. Applicants who make an NFA firearm on ATF Form 1 are also asked for a photo; check the Form 1 instructions for the details.
| Filing | Photo | Notes |
|---|---|---|
| eForm 4, individual | One digital upload | JPG, JPEG or PNG, up to 3 MB |
| Paper Form 4, individual | One printed 2 x 2 photo on each copy | Print on photo paper |
| Trust or entity | Each responsible person: Form 5320.23 with a photo | One photo per person |
| Form 1, individual | Photo requested | Check the current Form 1 instructions |
Avoiding a photo delay on your NFA application
NFA wait times are long enough without a photo problem. Most photo issues on Form 4 are easy to prevent.
- A hat or cap. The regulation says head bare. Take off hats, caps and sunglasses resting on your head.
- An old photo. If you file several stamps, it is tempting to reuse the photo from an earlier Form 4. That only works if it was taken within 1 year of the new application date.
- A file over 3 MB. Modern phone photos are often larger than 3 MB. Resize or export a smaller JPG.
- An iPhone HEIC file. eForms lists JPG, JPEG and PNG only. Convert HEIC photos before uploading.
- A selfie at arm's length. It distorts the face and leaves the head too small after cropping.
- A busy background or heavy shadows. ATF does not set a background rule, but a cluttered garage wall makes the face harder to see.
- A tilted or turned head. ATF asks for a full front view.
If you want a second opinion on a photo you already have, the passport photo checker checks face size, tilt, lighting and background in your browser.
How PhotoForPass makes your ATF photo
PhotoForPass makes a passport-style photo that meets ATF's own rules and the stricter passport rules at the same time, so it holds up to a close look.
- Smart check. Before you pay, your browser checks face size, centering, tilt, open eyes, closed mouth, lighting, shadows, blur and background. The photo stays on your device.
- Edit. After payment, we fix the lighting, replace the background with plain white, and size and crop the photo to 2 x 2 inches with the head near 1 1/4 inches. Your face is never retouched.
- Deliver. You get a JPG well under the 3 MB eForms limit in 30 to 60 seconds. The Digital photo costs $16.95; Photo + print sheet costs $18.95 and adds a 4x6 sheet for paper copies or responsible persons.
You get up to 5 photo checks and 3 free redos per person, a 14-day money-back guarantee with no questions asked, and a full refund if the agency rejects the photo. Final acceptance is up to ATF. PhotoForPass is a photo service only. It is not affiliated with ATF and does not give legal advice about NFA items or applications.
How to take an ATF Form 4 photo at home
About 5 minutes
-
Step 1: Find a plain, bright spot
Stand facing a window in daylight with a plain light wall behind you. Avoid garages and workshops with tools or shelves in the background.
-
Step 2: Bare your head
Take off hats, caps and sunglasses, including ones pushed up on your head. Remove regular glasses too, since ATF does not address them.
-
Step 3: Set the camera
Have someone hold the phone at eye level about 4 feet away, or prop it up and use the timer. Frame your head and the top of your shoulders.
-
Step 4: Face the camera
Give a full front view: shoulders square, head level, eyes open, neutral expression. Take several shots and keep the sharpest.
-
Step 5: Format the photo
Upload the photo to PhotoForPass. After the checks, we fix the light, whiten the background and crop to 2 x 2 inches with the head near 1 1/4 inches.
-
Step 6: Upload or print
Upload the JPG in your eForm 4, or print the 4x6 sheet on photo paper and attach a cut 2 x 2 photo to each copy of a paper form.

FAQ
Frequently asked questions
What size photo is needed for ATF Form 4?
ATF Form 4 needs a 2 x 2 inch photo showing a full front view of your face with your head bare. The regulation, 27 CFR 479.85, asks for about 1 1/4 inches from the top of the head to the point of the chin, and the photo must be taken within 1 year before the application date.
What are the ATF eForms photo requirements?
ATF's eForm 4 guide lists JPG, JPEG and PNG as the accepted photo formats, with a maximum file size of 3 MB. ATF gives no pixel requirement. The photo itself must still meet the regulation: 2 x 2 inch proportions, full front view, head bare, about 1 1/4 inches from top of head to chin, and taken within 1 year.
Can I use a passport photo for ATF Form 4?
Yes, if it was taken within 1 year before your application date. A U.S. passport photo is 2 x 2 inches with the head 1 to 1 3/8 inches tall, which covers ATF's target of about 1 1/4 inches, and passport rules on background and glasses are stricter than ATF's. A passport-style photo is a safe choice for Form 4.
How recent does an ATF Form 4 photo need to be?
An ATF Form 4 photo must be taken within 1 year before the date of the application, under 27 CFR 479.85. That is longer than the 6 months allowed for U.S. passport photos. If you file several NFA applications over time, check the date of your photo for each new application.
Can I wear glasses in my ATF Form 4 photo?
ATF's photo rule does not address glasses. It asks for a full front view of the features, so glasses with glare or thick frames could make the face harder to see. Removing them is the safest choice, and it matches U.S. passport standards, which do not allow glasses.
Can I wear a hat in an ATF photo?
No. The ATF photo rule in 27 CFR 479.85 says the head must be bare, so remove hats, caps, beanies and sunglasses resting on your head. If you wear a head covering for religious reasons, check with ATF before filing, because the regulation does not describe an exception.
Does the background matter in an ATF Form 4 photo?
ATF does not specify a background for Form 4 photos. A plain white or off-white background, like a passport photo, is still the best choice because it keeps the face clear and avoids questions. PhotoForPass replaces any background with plain white.
Do responsible persons need photos for an NFA trust?
Yes. When a trust or legal entity files an NFA application, each responsible person submits Form 5320.23, which includes their own photo. Every responsible person needs a separate photo that meets the same rule: 2 x 2 inches, full front view, head bare, taken within 1 year.
Does ATF Form 1 need a photo?
Individuals who apply on ATF Form 1 to make an NFA firearm are also asked for a photo. The same passport-style 2 x 2 inch photo with a full front view and bare head works well. Check the current Form 1 instructions and the eForms upload screen for the exact requirements before you file.
Can I upload an iPhone HEIC photo to ATF eForms?
ATF's eForm 4 guide lists only JPG, JPEG and PNG files, so a HEIC photo from an iPhone should be converted first. You can change the iPhone camera to save JPG under Settings, Camera, Formats, Most Compatible. PhotoForPass always delivers a JPG under the 3 MB limit.
How many photos do I need for a paper Form 4?
A paper ATF Form 4 needs a photo attached to each copy of the form. The PhotoForPass Photo + print sheet package gives you a 4x6 sheet that fits six 2 x 2 photos when printed borderless, or two with cut guides, so one sheet covers your copies.
